Is it true that the U.S. prosecuted Japanese war criminals for waterboarding U.S. POW's in WWII?

When George Bush was governor of Texas, a Texas sheriff and some of his deputies were prosecuted and convicted of - you guessed it - waterboarding prisoners in their jail to extract confessions. Governor Bush didn't intervene then to claim waterboarding wasn't illegal. Hmm...
