Is the real value of the Iraqi dinar only $0.0008 U.S. dollars ?

I have been in a coma since 2004. What the heck happened to the second largest oil country in the world ? Or is this just another created and fixed value of the American Government Controllers ? I would think it should be like before worth about $0.35 U.S. . Has the whole world gone crazy since I went into a coma ?
