Why won't the USA government permit its citizens to operate a still?

We are permitted to make wine, hard cider, brew beer but we are not permitted to distill spirits for private home use. We are suppose to be a free country, what is the problem when other countries that are more restrictive then the USA are permitted to make distilled spirits for private home use.
